Commission launches consultation into melt-and-pour evidence

IN LONDON: The European Commission has launched a targeted consultation seeking stakeholders’ feedback on the appropriate documentation for implementing the country melt-and-pour traceability requirements under the European Union’s (EU) Steel Regulation.

The four-week consultation will seek input from steel producers, steel users, traders, importers, industry associations, and other stakeholders to identify the most practical and reliable documentation to verify the country of melt-and-pour for steel imported into the EU.

Following the consultation, the commission will analyse responses as part of the preparation for the Implementing Act. The act is expected to be adopted by 31 August 2026 and will enter into force on 1 October 2026.

Under the melt-and-pour requirements, importers must identify the country where steel was originally melted and poured. The EU Steel Regulation sets free-of-duty quotas of 18.3 million tonnes, with a 50% duty for out-of-quota imports and a melt-and-pour regime.

As a result, the negative trade-related effects of global steel overcapacity will be addressed, which is projected to reach 721 million tonnes by 2027. This figure represents more than five times the EU’s annual steel consumption.
