Impact Minerals (ASX:IPT) reports positive Scoping Study results for its Alluminous High-Purity Alumina (HPA) Project. The preferred staged development case models a post-tax net present value of $518 million and an internal rate of return of 42.3%.
The study, conducted by NewPro Consulting & Engineering Services, assessed four development scenarios for commercial-scale facilities in Perth and Houston, US. The preferred case involves a staged US-based development increasing production from 2,000 tonnes per annum (tpa) to 4,000tpa.
While all four cases outlined positive post-tax financial returns, case four emerged as the preferred commercial development pathway. The study identified a US Gulf Coast facility that requires about 26% less upfront capital and has about 18% lower operating costs than Perth for the same 2,000tpa plant.
Impact also notes that a US location aligns with the country’s drive to build domestic critical materials supply.
The company owns 50% of Alluminous, having invested $1.1 million towards the $2.2 million technology acquisition and a further $1.75 million in development costs. Impact acquired its stake alongside US-based institutional investors in April 2025.
Managing Director Mike Jones says the study validates the long-term value recognised in the initial acquisition.
“The study demonstrates that Alluminous can generate very positive modelled returns without making an immediate leap to a large, capital-intensive commercial plant,” Jones says.
“HPA is a high-tech minerals market, and these projects face a persistent chicken-and-egg problem: lenders generally require a binding offtake agreement before financing scale-up, while customers want confidence in a reliable supply before committing to long-term volumes.
“The preferred case offers a practical pathway through that problem, with a staged ramp-up … as technical performance, product qualification, offtake, and sales progress.”
Preferred pathway supported by US investors
Under case four, total capital cost reaches US$74 million ($102.7 million), with gross operating costs of US$11,220 per tonne. The model assumes a sale price of US$22,000 per tonne and includes revenue from ammonium sulphate, a fertiliser by-product.
The facility would initially install purification circuits sized for 4,000tpa capacity, with drying and calcination limited to 2,000tpa. A second dryer and tunnel kiln would then be added during the third operating year, at an estimated additional cost of US$15.8 million.
Impact says the financial outcome supports Alluminous’ business model for establishing its first full-scale commercial facility in the US, with ‘encouragement’ from its two US-based investors.
While the study supports establishing the first commercial facility in the US, Impact emphasises Australia remains central to its strategy through an expanded Perth pilot plant potentially producing up to 200tpa for demonstration and technology development.
Lake Hope and Alluminous ‘complementary’
Jones notes that the study helps explain why Impact is advancing both its Lake Hope Project and Alluminous, calling them “complementary HPA development pathways”.
“Lake Hope offers sulphate of potash, a potentially saleable ACH [acetone cyanohydrin] intermediate, and naturally low-radiogenic HPA with a strong semiconductor pathway. Alluminous offers a modular, location-flexible, capital-light platform with an advanced battery pathway,” he says.
“Together, the two platforms give Impact exposure to a broader range of high-purity aluminium products, markets, and customers than either could reach alone.”
Impact notes the study is an early-stage report, with further work needed to derisk the project prior to any financial investment decision.
The company now intends to advance Feasibility Studies for the preferred staged US case, complete integrated pilot testing, validate the ammonium sulphate process, and progress customer qualification work, among other associated workstreams.
It also plans to assess the design, funding, and approval pathway for the expansion of the Perth pilot plant into an Australian demonstration and technology development hub.
